The Ocean Way Estates (OWE) Homeowners Association (HOA) General Membership adopted a new set of Bylaws at the Bi-Annual Meeting Agenda on May 17, 2025. The new Bylaws state that the Board of Directors shall prepare an annual calendar year budget. The proposed budget is to be submitted to the General Membership for approval in the fourth quarter of the calendar year prior to the new budget year. The BI-Annual Budget Meeting for the 2026 calendar year budget was held on September 13, 2025, at the South Coastal Library. The Board of Directors submitted the proposed budget for approval prior to and at the September 13, 2025, meeting. Since there was insufficient participation by the General Membership at the meeting, the budget could not be approved by the General Membership.

The purpose of this notification from the OWE HOA Board of Directors is to resubmit the 2026 calendar year budget to the General Membership. While the September 13, 2025, meeting date was established for the convenience of the General Membership to participate, at a regular meeting of the OWE HOA Board of Directors on October 13, 2025, the Board agreed that the best way to adopt the 2026 calendar year budget is to resubmit the budget to determine if the General Membership rejects the proposed budget.

Therefore, this notification is to provide the OWE HOA General Membership the opportunity to reject the enclosed OWE HOA 2026 calendar year budget (the OWE HOA 2026 calendar year budget can be received by any property owner by sending a request to owe.hoa.21@gmail.com) by mail or email. If a response from a majority of the property owners to reject the proposed budget is received by December 31, 2025, the OWE HOA Board of Directors will continue 2026 operations with the 2025 calendar year budget.

The OWE HOA Board of Directors requests each property owner member that rejects the proposed OWE HOA 2026 calendar year budget to either send an email to owe.hoa.21@gmail.com that states your OWE site address and your rejection or send the enclosed rejection form with your OWE site address to P.O, Box 577, Ocean View, De 19970 by December 31, 2025. A copy of the form is provided at the Calendar Year Budgets tab (use the identified link at the top of the webpage to access).

The Third Quarter Financial Statement is also available to any property owner by sending a request to owe.hoa.21@gmail.com
